Codibly has unveiled a dedicated SB 49 Readiness Program to help pool-equipment and HVAC manufacturers comply with California’s new “Demand Flexibility” regulations (SB-49). The service combines Codibly’s protocol-integration expertise (OpenADR, CTA-2045-B) with a turnkey roadmap covering analysis, design, testing, and certification—so OEMs can keep selling in the California market when the rules take effect in a few months.

Why SB 49 matters

Signed in 2024, California Senate Bill 49 requires pool pumps and other large electrical loads to support automated demand-response signals and time-of-use controls. Devices shipped after September 29th, 2025 must:

  • expose standardised load profiles
  • respond to OpenADR/CTA-2045-B commands
  • pass recognised third-party compliance testing

Non-compliant equipment will no longer be permitted for sale within the state.

What the Readiness Program includes

1. Regulation analysis – mapping SB 49 clauses and communication protocol specs to each product line.

2. Product audit – firmware / hardware gap analysis plus cost modification plan.

3. Feature implementation – rapid prototyping, protocol stacks, and reference firmware.

4. Testing & certification – pre-compliance test harness, liaison with accredited labs.

5. Rollout & support – OTA update pipelines, installer guides, and post-launch maintenance.

The program can be delivered as a fixed-scope project or through Codibly’s embedded engineering teams.

    Benefits to Working with Codibly

    • Faster time-to-compliance – cut SB 49 preparation from 6-12 months to as little as 4-6 weeks.
    • Lower risk – leverage Codibly’s pre-certified OpenADR accelerator supported by our suite of in-house test tools.
    • Cost certainty – milestone-based pricing with clear deliverables at each stage.
    • Market continuity – avoid market access issues and safeguard California sales volumes.

    Industry momentum

Codibly has already supported multiple OEMs with OpenADR-enabled implementation and certification and has recently joined the OpenADR Alliance as an Official Technical Implementation Partner (February 2025). The new SB 49 Readiness Program formalizes this expertise into a single, end-to-end service offering.
